The Start Time feature is not available on Instagram.

When sharing a song on Instagram Stories, the application automatically defines the 15 seconds used, according to the most common use that the algorithm has detected.

You can select the 15 seconds you want to use (or fewer seconds) by scrolling the song at the bottom of the screen.
